Headquartered in Alexandria, Virginia, ASA advances the interests of staffing, recruiting and workforce solutions firms through legal and legislative advocacy, public relations, education and the promotion of high legal, ethical and professional standards. Dwyer is the chief industry advocate and spokesperson on legal and public policy aspects of staffing. During 2019, he and his team advocated at the federal, state and local levels, defeating legislation that would have prohibited the use of staffing, imposed taxes on staffing services, prohibited conversion fees, restricted temporary employees’ work schedules, and more.
