Armando Leñero Llaca is president of the Center for the Study of Formal Employment (CEEF), focused on research and dissemination of formal and decent employment practices in Mexico. He is a thought leader on formal employment, subcontracting, pensions, and labor framework, among others. Recently, he participated in an open parliament, during which he discussed his opposition to Mexico’s proposed prohibition on subcontracting. He has been a professor at the Universidad Iberoamericana and is a founding member of de Capital Humano en Tercerización S.A. de C.V., an HR and staffing consulting firm.
